Or only replacement will save me?

I think you would probably be better off buying a remanufactured pump. They are pretty cheap.

So, I bought new gm seal for the axle.
Disassembled pump to pieces using this link http://www.corvette-restoration.com/restoration/motor_and_transmission/060813_power_steering_pump_rebuild.htm

Changed seal, assembled everything back together and... surprize, there is no leak now but pump doesn't work at all.
On lift when engine is off steering wheel is much lighter to turn than with engine on.

Question. Are there any tricks to fill dry pump and all system to prevent air inside and to make it work as usual?
I turned wheel several times from lock to lock adding fluid to level. Didn't help.

Or I need to disassemble it again and look for mistake?

Thank you

Found info that pressure valve can stuck in place if bleeding wrong way, need to check it.

I've overhauled a few over the years with success. Get the front wheels off the ground, Turn wheel lock to lock with engine off. Add fluid as needed. This gets the air out. Don't fill to the top or it will push out the cap and make a nice mess. Did you tear it all the way down to the pump vanes/blades? Maybe one fell out? There's really not much to it. It should work.

Thank you
I will try again to get the air out.
Yes all the way down to blades, and i put it back the right side with rounded edges. Need to check but there were no extra parts after overhaul Very Happy

It was wrong placed spring in the pressure valve. First inside goes the spring, than valve with mesh and then cap with thread. It's designed that way that spring succesfully goes between valve and cap = no pressure in the system. My fault.
